Is this PSU a good and reliable one or is there a better one for the same price?

it's cheap for a reason, it states 650w but it will be so inefficient it's probably more like 450w that it actually puts out. Spend a bit more money and get a decent named 400w PSU, that's enough to run a GTS 260
