One of the final scenes of inception?

So in one of the last scenes in inception, Cobb washes up on the shore and men bring him to Siato. My question is where were they? limbo? earlier in the movie it was made clear that if anyone died then they would go to COBBS' limbo because he was the only person who had been there before. So if they were in Cobbs' limbo in that scene then why did that buildings on the shore that he washes up on look so oriental? did Siato create them? how could he if it's Cobbs limbo??
