Learning a "second" second-language when not 100% fluent in the first?

As long as you have a thorough grasp of your native language, and regularly maintain the languages you already learned, that should be not be a problem. In most multilingual European countries like Belgium, Luxemburg or Switzerland it's routine. I started learning French in 5th grade, Latin in 7th grade, and English and German in 9th grade.
