My daughter rented a so called duplex from a slumlord. He has done nothing but harr her the whole 3 months?

He has turned off her power for no reason, which is illegal, towed her boyfriends car, Never fixed anything he agreed to fix when she moved in. She called the police and code enforcement, for the power being shut off. She does not have a breaker box, and there is only 1 electrical meter for this duplex. He is now evicting her because she called the police. Does she have any legal rights?
