It sounds like his attentions may be elsewhere and that he comes back to you when he misses you. You should look more into this. Playing hard to get is a good ideal, but if he doesnt respond to this act, then you should be a little more concerned. To play hard to get you do not text him. Be hours or even a a day late to respond. Do not answer phone calls or send him to voicemail. Blow him off when he wants to meet up and try and reschedule a time when your available. If he cant meet that time then so be it. Make it seem like your busy with friends and so on. The more you avoid him, the more likely he will investigate and try to pursue you.
